At building scale, screens stop being a repair job and become a logistics one. A single property can carry hundreds of panels, and the work is only as good as the labelling: every screen has to come back to the opening it came out of, because they are not interchangeable even when they look it.
So they get tracked by unit and by opening, pulled and returned in batches small enough that no tenant is without one for long, and damaged panels get rescreened or rebuilt rather than quietly left out. A missing screen is the one thing tenants reliably call about.
Turnover is the natural moment for it. A unit between tenants is the only time the screens can be pulled without arranging access, and it is also when the mesh gets looked at properly instead of glanced at from inside.
